The AQCOA was formed in the 1940's under the direction of legendary Morehouse College coach and administrator Dr. Franklin Forbes to officiate "Negro High School Sports" and was known as the Atlanta Quarterback Club (AQBC). The AQBC was the first black high school athletic officiating association in the state of Georgia.
